Dr. Wiles is a native of the Tri-Cities. He received his bachelor of science degree from Auburn University, and his doctor of medicine degree from Tulane University. He then completed his General Surgery internship and Neurosurgical residency at the University of Tennessee-Memphis.
Dr. Wiles trained under internationally known spine surgeons, Kevin Foley, M.D., Maurice Smith, M.D., and Peter Klara, M.D. After training, he returned home to begin his private practice and achieved his board certification in Neurological surgery. Dr. Wiles is president of East Tennessee Brain and Spine Center, PC.
Dr. Wiles is an active consultant within the spinal industry and has been involved in the development of numerous spinal surgery devices and surgical techniques. He is involved in several investigational studies with the FDA. His work has allowed him the opportunity to speak at international meetings and to serve on the Evaluation Committee for ARGOS, the European Association of Research Groups for Spinal Osteosynthesis. He frequently serves as a faculty member at teaching conferences held throughout the United States for spine surgeons and orthopaedic and neurosurgical residents.
He is a member of the American Association of Neurological Surgeons, the Congress of Neurosurgeons, the Joint Section on Spine and Peripheral Nerves, the North American Spine Society, the World Spine Society, the International Meetings for Advanced Spinal Technologies, and the Cervical Spine Research Society.
Dr. Wiles serves on the Critical Care Committee at Johnson City Medical Center. He has been in practice here since 1997, making Johnson City home for himself, his wife, and their three children.

Dr. Fullagar attended medical school at Medical College of Virginia in Richmond, VA and completed his neurological surgical residency at Semmes Murphey Clinic at the University of Tennessee Health Sciences Center in Memphis. Before joining East Tennessee Brain and Spine he was at the Colorado Neurologic Institute in Denver, CO.
A board-certified neurosurgeon, Dr. Fullagar’s interests in neurosurgery include general neurosurgical management of cervical and lumbar spine disorders, peripheral nerve problems as well as treatment of intracranial pathology. His principal interest has been in the treatment of brain tumors. He is a member of the Society for Neuro-Oncology and has participated in several clinical trials in the surgical treatment of brain tumors as well as postoperative chemotherapy. Dr. Fullagar also recently completed fifteen years of duty in the United States Naval Reserve, leaving at the rank of Commander. He currently lives in Johnson City with his wife and two sons.

Ihab Labatia, M.D., attended Medical School in Cairo, Egypt. He completed his residency in Physical Medicine and Rehabilitation at Case Western University, Cleveland, Ohio. He also completed one year of fellowship training in Spinal Cord Injury at the University of Pittsburgh Medical Center. His training involved conservative spine care as well as treatment of Musculoskeletal disorders, and Spinal Cord Injury.
Dr. Ihab Labatia is skilled in treating patients with different occupational and sports related injuries including back, neck, nerve, and Musculoskeletal disorders. He is proficient in performing fluroscopic guided spinal injections, discography, radiofrequency neurotomy, spasticity management, and electro diagnostic testing.
Dr. Ihab Labatia is Board certified in Physical Medicine & Rehabilitation and Spinal Cord Injury. He is Diplomate of the American Board of Interventional Pain Physicians (ABIPP) and Diplomate of the American Board of Pain Medicine (ABPM). His major area of interest is in conservative spine management through a multidisciplinary approach including rehabilitation services, medications, and different spine interventions. He is proficient in neuromuscular electrodiagnostic studies and various treatment modalities of spasticity including use of medications, therapy, and botox injections. He is a member of the American Academy of Physical Medicine & Rehabilitation and the American Society of Interventional Pain Physicians. He currently lives in Johnson City with his wife.

Dr. Chang attended medical school at Loma Linda University in Loma Linda, CA and completed his residency in Physical Medicine and Rehabilitation at the University of California, Irvine. After residency, Dr. Chang completed an ACGME accredited Pain Management fellowship at Loma Linda University. Dr. Chang is skilled in treating patients with different occupational and sports related injuries including back, neck, nerve, and musculoskeletal disorders. He is proficient in performing minimally invasive spinal surgeries, fluoroscopic guided spinal injections, discography, radiofrequency neurotomy, spasticity management, and electro diagnostic testing.
Dr. Chang is ABMS board certified in Physical Medicine & Rehabilitation and Pain Medicine. His clinical interests include multidisciplinary management of all pain, spine, and musculoskeletal disorders. He currently lives in Johnson City with his wife and daughter.
